With a background in the private sector and in senior legal roles at the Department of Planning and Environment and the Department of Industry, Thomas brings unique experience and practical insights to assist both private and public sector clients in achieving their objectives.

As the former manager of the advisory section of the NSW Department of Planning and Environment's legal services branch, and the director responsible for resources and energy law at the NSW Department of Industry, Thomas has advised the highest levels of Government on some of the State's most prominent decisions. Thomas has also led the development and drafting of several pieces of major legislation, applying a practical approach gained from his previous experience advising private sector clients in the resources and major development sectors. With this combination of experience, Thomas provides an integrated and strategic understanding of the regulatory and licensing regimes under planning, environment and resources legislation, and a practical approach in matters of administrative decision making and statutory interpretation.

Department of Planning and Environment
Advising the Department of Planning and Environment in relation to a range of high profile matters, particularly in relation to development assessments in mining, infrastructure, residential and commercial areas and providing sound advice at critical points, such as the repeal of Part 3A of the Environmental Planning and Assessment Act 1979.
Department of Industry, Skills and Regional Development
Responsibility for the development of significant amendments to NSW's mining and onshore petroleum legislation in 2015. Advising in relation to a number of high profile administrative decision-making processes in the coal, minerals and onshore petroleum areas, as well as in relation to various aspects of Government law such as the making of instruments, orders and delegations, and on complex statutory interpretation matters.
