Helen Vickers

Helen is a partner in our Corporate Advisory Group. She has 16 years' experience as a lawyer, specialising in tendering and contracting, including construction projects.

For the last 12 years, Helen has held positions of General Counsel and Head of Legal with the following New South Wales Government agencies:

• Olympic Roads and Transport Authority;
• RailCorp and StateRail;
• Roads and Traffic Authority; and
• Transport Infrastructure Development Corporation(TIDC).

While working in government, Helen was on the executive management teams of RailCorp and formerly State Rail, and the Roads and Traffic Authority. She was involved in restructures of the NSW rail industry in 2001 and 2004, in the long-term lease of the interstate rail network to Australian Rail Track Corporation and in State Rail and RailCorp's participation in the Special Commission of Inquiry into the Waterfall Rail Accident.

Helen has significant experience in road and rail infrastructure projects, including Public Private Partnerships - Airport Link, Epping to Chatswood Rail Line/Chatswood Transport Interchange, Cross City Tunnel, Lane Cove Tunnel, M2, M5, M7, Eastern Distributor, Sydney Harbour Tunnel and preparations for the handover to Government of the M4 Motorway (in February 2010).

Helen also has extensive experience advising RailCorp and TIDC on rail safety and rail accreditation matters while working in-house.  Helen also provided legal advice to the Independent Transport Safety & Reliability Regulator as a member of its legal panel between 2006 and 2009.

Helen has completed reviews of a number of in-house legal practices, advising on restructures and improvements in performance. Helen is a member of the Law Society of NSW and the Australian Corporate Lawyers Association.
